The Computerized National Manpower Registry of Skills (CNMRS)
is a repository of computerized information on available manpower
and their corresponding skills.
It is developed and maintained by the
Department of Labor and Employment for manpower development
and employment promotion, particularly on job/manpower search
assistance and placement for wage employment, local and overseas,
and for non-wage employment, e.g. livelihood, entrepreneurial
and enterprise development, as well as reintegration program
for OFWs.
However, due to the inherent potential
of the project for use in employment facilitation initiatives
of the Department, the development and establishment of the
CNMRS was included in the SONA Commitment of the President
for the year 2002. The final product - the CNMRS - shall now
be used by the Department in its Job/manpower search assistance
for local and overseas jobs.
The same shall also be made as a reference
tool for the provision of non-wage employment assistance such
as:
- Training on Livelihood
- Self-Employment
- Entrepreneurial and Enterprise Development
Information culled from the database may
also be used in policy formulation towards the reintegration
of returning Overseas Filipino Workers. Over and above all
these, the CNMRS shall, from hereon, be one of the major sources
of inputs for the design of responsive policy and program
development to enhance the lifetime employability and competitiveness
of Filipino Workers.
The CNMRS consolidates manpower data from agencies of the
Department of Labor and Employment whose functions involves
employment facilitation and manpower development.
- The Philippine Overseas Employment
Administration (POEA) contributes the bulk of the registrants
with records coming from its Registry Landbased/Seabased
Workers.
- The Technical Education and Skills
Development Authority (TESDA) supplies the CNMRS with
records coming from its Registry of Graduates of Vocational/Technical
courses.
- For its part, the National Maritime
Polytechnic, shares its database of graduates from its
Maritime training courses.
- Data coming from the Public Employment
Service Offices nationwide are also integrated in the
system as this move is seen to enrich the data of the CNMRS
while at the same time, mainstreams the registrants coming
from the regions.
- Finally, Phil-Jobnet users will be happy
to know that manpower records of the Phil-Jobnet
are automatically included in the CNMRS database. In fact,
the design of the CNMRS Databases was patterned after the
Phil-Jobnet structure due to the latter's completeness of
its data elements required for effective employment facilitation.
In the near future CNMRS application
shall be accessed through the Web. It shall feature dynamic
links with the up-to-date Skills Registries of DOLE Agencies
(POEA, TESDA, PESOs, OWWA, NMP and BLE) to be hosted by the
Bureau of Local Employment.
