The Department of Labor and Employment (DOLE), through the Bureau of Local Employment (BLE), has augmented its program coverage to include more Higher Education Institution (HEI) workers and professionals affected by the implementation of K to 12, and increased the financial assistance offered by the K to 12 DOLE Adjustment Measures Program (AMP). Effective since 16 October 2017, DOLE Department Order (DO) 177-17 supersedes DO 152-16 or the Guidelines of the K to 12 DOLE AMP Implementation issued on 10 March 2016.

A response of the Department to the adverse economic impacts of the implementation of the new educational system on HEI personnel, the K to 12 DOLE AMP offers mitigation measures aimed at aiding the transition of displaced personnel to self or full-time wage employment. Program beneficiaries are free to avail any or all of the components available: Financial Support, Employment Facilitation, and Livelihood Opportunities.

Under the expanded guidelines, beneficiaries are now entitled to a financial assistance equivalent to either Php 10,000, 75 percent of the applicant's last monthly gross salary, or the prevailing median salary of the HEI personnel, whichever is the highest amount. This is in contrast to the previous computation scheme of selecting the smaller amount between the beneficiary's previous monthly salary and the prevailing median salary.

Retroactive to 30 May 2014, DOLE DO 177-17 specifies the provision for current and concluded beneficiaries to receive differential financial grants based on the new computation formula. Besides the involuntarily separated HEI personnel who were retrenched, the program now includes those who have availed of early retirement and voluntary separation programs, those whose contracts were not renewed, and those who have been put under work suspension.

Other amendments to the program include the extension of the application period from just one (1) month to a whole year subsequent to the date of displacement. Those displaced prior to the issuance of the new order have until 10 July 2018 to apply for the assistance.

The documentary requirements have also been reduced from six (6) to just four (4); namely:

a. a duly accomplished K to 12 DOLE AMP Application Form (download from;
b. a Certificate of Displacement (download template from, or a copy of complaint duly received by NLRC (if the applicant has filed a case before the NLRC);
c. a Certificate of Employment and Compensation;
d. and any government-issued ID
