DOLE capacitates LUCs on Industry 4.0 and other employment trends

Labor Assistant Secretary Dominique Rubia-Tutay shared the Department’s initiatives in response to the Fourth Industrial Revolution and other labor market trends during the Commission on Higher Education – Asian Institute of Management’s Global Academic Leadership Program (GALP) Session on 1 March 2022.

 In her presentation “The Changing World of Work, Global Labor Market and the Demand-Driven LUC”, Assistant Secretary Rubia-Tutay shared how participating Local Universities and Colleges (LUCs) and Local Government Units (LGUs) can re-examine their role in the age of digital transformation, navigate the world of work in the 21st century through timely and relevant labor market information (LMI), and leverage LMI towards efficient and effective local development planning. 

“While the Fourth Industrial Revolution and COVID-19 pandemic emphasized how VUCA (volatile, uncertain, complex, and ambiguous) the world of work is, it also compounded changes and trends such as the rise in remote or hybrid work, digital careers and the gig economy, and the need for retooling and upskilling,” Assistant Secretary Rubia-Tutay said. 

She then shared how the national government, through the Department, has launched various employment bridging and facilitation programs such as the development of Labor Market Information Systems, provision of relevant LMI, and career guidance and employment coaching, to respond to the changing world of work. In closing, she mentioned the importance of having a playbook for the New Normal and beyond and the examination of technological and political trends, including recently-forged Free Trade Agreements, to navigate, plan, and succeed despite changing socio-economic environments.

Asec. Rubia-Tutay’s session was moderated by Former DOLE Secretary Nieves R. Confesor as part of an online program to equip LUCs and LGUs with concepts, frameworks, principles, and innovative tools that will assist them to perform and fulfill their functions.
