Director Dominique Rubia-Tutay of the Department of Labor and Employment’s (DOLE) Bureau of Local Employment (BLE) was announced as one of the finalists to the 2016 Gawad Career Executive Service (CES) Awards in an official communication by the Career Executive Service Board (CESB). The announcement was relayed through a
DOLE-Human Resource Development Service (HRDS) memorandum issued on 24 August 2016.
Earlier this year, Director Tutay was nominated for the Gawad CES by former DOLE Secretary Rosalinda Dimapilis-Baldoz for spearheading the development and implementation of the JobStart Philippines, a groundbreaking youth employment facilitation program of the DOLE that was piloted in 2014. The program has gained grounds from both its youth jobseeker and employer clients because of its holistic and integrative approach to employment facilitation of the youth. Under the program, the youth are provided with enhanced career guidance, life skills and technical trainings, on-the-job trainings, and referral, to enhance their employability.
She is also recognized for being at forefront in the transformation of the Philippine labor market information (LMI) systems into a modern and technology-driven tool for job-skills matching through the enhanced PhilJobNet (www.philjobnet.gov.ph), the government’s official job portal since 1998. PhilJobNet’s enhancement has opened leeway to the expansion of reach and accessibility of its LMI, through the development of a user-friendly platform that caters to the unique needs of special clients, and introduction of state-of-the-art channels for its services–the PhilJobNet mobile application and Job Search Kiosks.
Finally, her leadership has been instrumental in the development and operationalization of the Community-Based Employment Program (CBEP) online monitoring and reporting system. The CBEP is a priority convergence program aimed to contribute to the national goal of inclusive growth, through poverty reduction and job creation, particularly for the disadvantaged persons, including disaster victims, in the countryside or the local communities.
The CESB-issued Implementing Guidelines approved in Februay 2011 provides that the Gawad CES is a Presidential Award program that aims to recognize and promote performance excellence in the public service by honoring civil servants occupying executive or managerial positions for exemplary achievements. State workers who are Career Executive Service Officers (CESO) or third-level eligible (Career Executive Service Eligibles/CESE or Career Service Executive Eligibles/CSEE) who are presidential appointees and are appointed to CES positions may be nominated for the award.
Recognizing CESOs and CES eligibles who excel in either of the innovation, ICT/technology-enabled reforms, social services, administrative reforms, or public policy/advocacy categories, the Gawad CES further seeks to motivate and inspire these executives to live up to the ideals of being accountable and development-oriented public managers who are willing to bring change where it is needed, expertise where it is missing and leadership where it is needed.
Director Tutay has actively been in the DOLE service for almost two decades now. Prior to her current assignment at the BLE since 2013, she was the Director of the DOLE-Planning Service, an office she managed for more than five (5) years. She finished her Masters’ degree in Development Planning from the University of Queensland (UQ), Australia with distinction as she received the Dean’s Commendation for High Achievement Award. Also, she has a Master of Arts degree, Major in Development Education, from the University of Sto. Tomas, Manila, and Bachelor of Mass Communications (cum laude) from the Silliman University, Dumaguete City.
