K to 12 DOLE Adjustment Measures Program


In accordance to the issued Department Order No. 152-16 on 10 March 2016, the K to 12 DOLE AMP is a mitigation measure of the Department of Labor and Employment which aims to support displaced Higher Education Institution (HEI) personnel in their transition to self or full time employment through: (1) Financial Support, (2) Employment Facilitation and (3) Training and Livelihood. 



1. Financial Support

Financial Support protects the displaced HEI Personnel against loss of continued income as a result of the implementation of K to 12 Program. 

• Amount based on the prevailing regional median salary per nature of appointment, or previous monthly salary, whichever is lower;

• Duration of 3 (or 6*) months for non-permanent and 6 months for permanent.

* For non-permanent HEI personnel with no other source of income (wage   employment) subject to validation of latest Income Tax Return.

• Schedule of Release will be every end of the month directly transferred to beneficiaries’ Land Bank of the Philippines account.

2. Employment Facilitation

Employment Facilitation provides tools and venues for reemployment, including profile matching and job referrals through: 

Labor Market Information

• Phil-JobNet (PJN) (http://www.philjobnet.gov.ph/)

• Employment/Job Search Kiosks

• Industry Career Guides and Occupational Pamphlets


Referral and Placement

• Public Employment Service Office (PESO)

• Private Employment Agencies (PEA)


3. Training and Livelihood

Training provides skills upgrading programs through TESDA’s Technical Vocational Education Training (TVET) Programs, while livelihood assistance provides entrepreneurship  training and livelihood opportunities under the DOLE Kabuhayan Program.



All displaced HEI personnel caused by the implementation of RA10533 are covered by the program, both teaching and non-teaching HEI personnel. Fixed-termers and contractuals whose contracts were not renewed due to K to 12 are also identified beneficiaries.



The following are excluded from the program:

• Government employees whose part-time teaching load/s only is affected;

• Permanent public HEI personnel whose part-time teaching load/s only is affected; and

• Substitute teachers/professors with a minimum tenure of three (3) months.



What to bring?

For an applicant to avail of  the K to 12 DOLE AMP, s/he must submit the following requirements:


Displaced HEI Personnel Requirements:

• K to 12 DOLE AMP Application Form

• Notice of Termination or Displacement

• Proof of Identification (any government-issued ID)

• Latest Income Tax Return ( for non-permanent personnel)


Fixed-termers or Contractuals:

• K to 12 DOLE AMP Application Form

• Application Letter  addressed to the Regional Director of the concerned DOLE Regional Office containing information on his/her previous employment including (1) name of employer, (2) address of employer, (3) status of previous employment, and (4) type of previous employment;

• Employment Contract

• Latest Payslip

• Proof of Identification (any government-issued ID)

• Latest Income Tax Return ( for non-permanent personnel)


Note that only applications with complete documentary requirements will be accepted.


For non-permanent HEI personnel with no other source of income (wage   employment) who wishes to avail of the six (6) months Financial Support coverage, a photocopy of his or her latest income tax return must be submitted.


Where to apply? 

Complete requirements must be submitted to the nearest DOLE Regional Office, Field Office or Public Employment Services Office (PESO).


When to apply?

Application must be within 30 days after displacement or receipt of Notice of Termination/ Displacement from his /her Higher Education Institution (employer)


How quick is the process?

Applications will be evaluated within 10 working days from receipt of application. This includes determination of Financial Support and validation of displacement.

For the continuous release of Financial Support, the beneficiary shall be required to accomplish the following Recommended Plan of Action (RPA):

• For Financial Support and Employment Facilitation, proof of Job Contact for the approved coverage; and participate in employment facilitation programs offered by the DOLE.

• For TESDA Skills Training, attend skills training offered by TESDA as necessary.

• For DOLE Kabuhayan Program, participate in livelihood programs provided by DOLE.

In view of the submission of conditional requirements, the Regional and Field Offices shall monitor and coordinate with the beneficiary on a monthly basis upon completion of the RPA not later than ten (10) working days before the next scheduled release of Financial Support.



Failure to comply with any of the conditional requirements temporarily suspends the release of the subsequent Financial Support.


A written warning will be issued to the beneficiary which will require the beneficiary to submit a written explanation for the non-compliance.


Failure to comply with the written warning forfeits the suspended Financial Support.



A third count of disregard to the conditional requirements, determination of a misrepresented submitted documents, or determination of a falsified and tampered document shall disqualify a beneficiary from receiving further assistance.



Beneficiaries who have received all of their Financial Support shall be provided a Notice of Completion.


Moreover, those who have been successful in their search for subsequent full-time wage employment are entitled to receive half of the total amount from the remaining months of his/her approved Financial Support.
