MANDATE
Under Executive
Order No. 139 issued on November 28, 1993 by former
President Fidel V. Ramos.
OBJECTIVES
The Work Appreciation Program (WAP) is one of the components
of the year-round President's Youth Work Program, KABATAAN
2000 implemented by the Department of Labor and Employment.
It is intended to provide youth participants meaningful
and productive activities.
The WAP's main objective is to provide the youth the opportunities
to be able to appreciate work and develop proper work ethics
by exposing them to actual work situation. In this regard,
they will be given opportunities to gain experiences in
working environments provided by the sponsoring companies.
The youth would be introduced to the environment relevant
to performance of specific work.
This program in general, aims to increase awareness of
the youth of the important role they play in the economic
advancement of the country. It is also expected to promote
closer coordinative linkages among DOLE, other government
agencies, employer groups, civic organizations, schools,
media and private establishment in undertaking youth programs
COVERAGE
Youth Participants:
Must be 18 - 25 years of age, unemployed, in-school or
out-of-school youth and must be physically fit to the kind
of training program to be undertaken
Private Employers:
Any person or private entities / establishments regardless
of employment size who are interested to avail of the program
and are willing to pay 75% stipend to youth trainees and
provide training opportunities for the values formation
and work appreciation.
IMPLEMENTORS
DOLE
- The Bureau of Local Employment is in-charge
of the technical supervision, program coordination and
monitoring at the national level.
- The Office of the Undersecretary for Employment
and Manpower Development-DOLE is in-charge of the
over-all supervision of the program.
EPD-DOLE/PESO
The Employment Promotion Division of all DOLE Regional
Offices and the Public Employment Service Offices nationwide
are the frontline implementors of WAP.
EMPLOYERS
This include owners and proprietors of private establishments
who pledge commitment to participate in the WAP and to
train intended beneficiaries in the aspect of values formation
and work appreciation / ethics.
BENEFITS FROM THE PROGRAM
For the youth trainee:
- Exposure in actual productive work situation
- Development of values on work appreciation and ethics
- Stipend of 75% of prevailing minimum wage
For the sponsoring company:
- Payment of 75% stipend to student trainees
- Provide opportunities for work appreciation to youth
HOW TO AVAIL OF THE PROGRAM
For the youth trainee
All interested and qualified youth applicants can register
at the DOLE RO-EPDs and PESOs nearest their place of residence.
They shall be given referrals to sponsoring companies for
vacancies for which they qualified.
They can also get information about vacancies from sponsoring
companies and may directly apply to any of the companies.
WAP is implemented on a year-round basis. However, participants
can avail of the program for a maximum of three (3) months
in a year only.
For the sponsoring company
Companies who are interested to participate in the WAP
shall submit company pledges/vacancies to the DOLE RO-EPDs
and PESOs rearest their office. Qualification requirements
of participants shall be specified in their pledge/vacancy
forms.
They shall accept youth/participants in their company for
a period not exceeding three (3) months within the year.
They can accept four (4) batches of trainees in one year
(January-March, April-June, July-September, October-December).
WAP TRAINING AGREEMENT
A formal training agreement shall be signed by sponsoring
company and the trainee will specify, among others, that:
- there will be no employer-employee relationship between
the trainee and sponsoring company;
- the sponsoring company shall provide stipend for the
trainee equivalent to 75% of the prevailing minimum wage.
For companies whose trainees are entitled to free meals/snacks,
facility evaluation shall be secured from the Regional
Office as to the fair cost of food to be deducted from
stipend.
- The sponsoring company shall not expose the trainee
to hazardous undertakings;
- Trainees shall not be allowed to be assigned in nightclubs,
cocktail lounges, beerhouses, massage clinic, bars, or
similar establishments.
